Department of Health (DOH) – CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) and regional executives of the Department of Interior and Local Government (DILG) and Philhealth yesterday signed a Joint Regional Memorandum Circular and Mid-Practicum Assessment Session for MLGP Mayors that will assist local leaders to address access, utilization, coverage and equity issues in their respective areas of concern.
“This will create an inter-agency committee that will provide support and assistance to LGUs in achieving the health-related sustainable goals (SDG) in 2030 which focuses on improving the leadership and management practices of local leaders,” Regional Director Eduardo C. Janairo stated stated during the ceremonial signing held at the Diamond Hotel in Malate Manila on August 24, 2018.
“The LGUs will undergo a “coaching and mentoring” development program for which they will be guided in their management, supervision and implementation of plans in order to have a unified effort in the development of their local health system, health financing, health service delivery,” he explained.
Under the memorandum, regional offices of DOH, Philhealth and DILG will oversee the institutionalization, implementation and monitoring of health programs by the LGUs for the accomplishment of the desired health outcomes at the local level.
“Through this approach, we hope to bridge the gap between knowledge and effective management that will lead to improvements in core health system areas, including quality of clinical care, data-driven decision making, leadership and accountability, and satisfaction of community,” he explained.
This project is an endeavor conducted in partnership with the University of the Philippines Manila – College of Public Health (UP-CPH) and Development Academy of the Philippines (DAP) as academic partner under the Health Leadership and Governance Program.
According to Janairo, Local Chief Executives (LCEs) and Municipal Health Officers (MHOs) will undergo 18 months of leadership program for supplemented by coaching and mentoring sessions on local health system development which focuses on Good Governance in the health sector, Health Service Delivery, Health Workforce, Health Information, Access to Essential Medicines and Healthcare Financing.
The program requires the participants to complete the 4-day Module 1 sessions, 6-month practicum, 4-day Module 2 sessions and another 6-month practicum before they can graduate.
